I cannot add cooments to student assignment submissions in one class but I can in another - what is different?

I like to review student submissions (papers) and add comments right inside Speedgrader, embedded in the document. I can do this in some classes and not in others. Students are uploading Word files and PDF files and the system behavior is the same for each. Am I missing a setting in the Assignment setup or course setting that would control this?

The screenshots below are from two different classes (you can see the Canvas URL to see the course numbers). Both are PDF submissions. What's going on?
