Is there a way to put in a request for an external tool to be implemented in Canvas? When I am creating an assignment and select submission type and external tool, there aren't many options available.

  Generally speaking, only centrally managed and purchased tools are preconfigured. That being said, Canvas supports LTI and instructors can configure LTI tools in their own courses: https://athelp.sfsu.edu/hc/en-us/articles/8520404021907-Managing-and-using-external-applications-LTIs-in-a-Canvas-course
